The change which you are making in LAYER STATE must be applied to a particular LAYER FILTER, which could either be a LAYER PROPERTIES FILTER or a LAYER GROUP FILTER. There is another way you might create a LAYER VISIBILITY STATE if you were saving a VIEW in your VIEW MANAGER, by selecting the LAYER SNAPSHOT option, which is just another name for the same thing applied to a particular saved view.
