Selected insert block to different layer but will not change to that layer color 8 gr

I created blocks on 0 layer, after inserting them into a dwg, i selected them to changing the properties to different layer e-plc-panel color 8 gray. It change the that layer, but wouldn't change to the layer color.

I even tried inserting them under the e-plc-panel layer and still kept the color white.

It SHOW IN THE PROPERTIES THAT IS WHAT EVER COLOR YOU WANT OR BYLAYER TO BYBLOCK AND THE BLOCKS KEEP THE SHOWING UP AS WHITE?

I am using autocad electrical 2014.

I used to be able to do that.
