Looking for a Horizontal Title Block A3,A4 with attributes

Does someone have and want to share?

also im looking for a fast way to edit those title blocks without open the drawing . any tutorials on that?

Edit a drawing without opening it?

Like reading a book without opening it?

Anyway if you edit somthing then dont you want a look to make sure its been done correctly?

There are many ways to edit title blocks without having to go into each and every drawing. SSM, Sheet Set Manager, is one that is included with AutoCAD.
