Layout border

Just either draw a rectang at true size for the paper size or if you have a title block insert into the layout at true scale ie A1 841x594 or 36x24" this way you set your viewports to a scale and plot at 1:1.

Your title block and border should be in your layout and any viewports should then exisit between the boundaries of your border. Remember that layouts are designed to make printing easier and that viewports are really only windows that allow us to see the objects we created back in model space. Viewports can have any scale you need assigned to them however layouts should always be 1:1.

just think size of sheet of paper then inside box is hard clip margins size all at 1:1 if you want say a blank edge for binding then you put make your mview window offset from that edge but match hard clip for rest, last word go about 1mm inside hard clip sometimes it will leave 1 edge line off when plotting. Use window picking corners should work we have non plot markers to pick.
