RobDraw
It depends on white type of PDFs you are dealing with. Vector PDFs that contain layer information will yield much better results from a converter. For raster PDFs, the only good ones are decent drafters. If they are raster, some of the better converters may suit your needs but plan on editing the results if you want layers and text. A search of this forum will yield many threads on this topic. SLW210
Look for VectPDf on SourceForge, it is a LISP that uses pstoedit and Ghostscript. It is as good as any Free Vector PDF convertor I have used and sometimes converts the text. Adobe Illustrator does well and will sometimes do "OK" with Raster depending on the source and quality, for an Open Source equivalent try Inkscape (you might want an extension called Better DXF Output). As mentioned by RobDraw, plenty of threads on this subject.
