For a hollow elbow, SWEEP a REGION along a POLYLINE path. For a solid elbow, SWEEP a CIRCLE along a POLYLINE path

Where the center point is located?

 

What is the inner and outer diameter of the hollow circle?

All the questions you asked are available in any good pipe fittings catalog or online. You need to learn how to do research as well as model.

 

Are you going to model metric or imperial fittings?

In your link, Z height appears to be the take-off and B height would appear to be the socket depth... Z+B would be the face to center. The inside diameter is whatever the standard OD is for that pipe size. All the other dimensions are subject to the manufacturer's specification.
