Default Plotted output misalignment between PS and MS

I've had this issue on/off for a few years and have not been able to figure out what is causing it.
Notice the misalignment of all the PS entities in the plotted .PDF vs. the MS AutoCAD screen? On this print, the misalignment is only affecting the bottom view. Other times paper space entities on my entire print is shifted.Clipboard01.jpg

    Help?

It's very hard to see any difference in those images.

All Dimensions, hidden lines, and center lines are shifted up and slightly to the left on the plotted .pdf vs. perfect in the cad screen (bottom image).
