Everything you need to complete the top view is here. First thing's first, it gives you the length and width of the object, which is 4.12 long x 2.24 wide. I would use the RECTANGLE command to get you started.

 

What exactly are you having problems with? The dimensions, or initiating the commands themselves?

You can draw in the referenced centerlines as a guide. Draw a CIRCLE anywhere on the drawing and use the MOVE command to put them in place. Use the CENTER object snap during the move command to ensure you've anchored to the absolute center of the circle.

Are you sure the top view is correct?

 

Forget the circular holes for the moment. Extrude the front and side views then run the Interfere command.

No, the vertical hidden lines should not extend across the slot... tough to create an animated tutorial and keep it under that forum images size limit.

Look at the top view that nestly created in his animation. The long dashed lines between the sections that are 0.50 wide should really be continuous lines (not dashed).

The top of the bottom lateral slot is higher than the bottom of the top longitudinal slot. This creates a rectangular opening all the way through the object visible between the sides of the slot in the top side of the object. In other words, the lower slot cuts the bottom out of the upper slot.

Maybe you should have made that more clear to the OP then by putting in the remainder of the construction lines perhaps in a different color?
