Tool Palette

We are all familiar with Tool Palettes, so we do not need a screen shot showing us what Tool Palettes are. Can you post a screen shot of your interface by chance? Ctrl+3 is also a toggle for opening and closing the Tool Palette.

 

I suggest it may be either anchored, which is a collapsed Tool Palette that expands when you mouse-over the Tool Palette bar, or it's open but off-screen.

The button outlined in Red is the Tool Palette toggle. See if this yields any other results. 01.png

 

 

Also check to see if a Tool Palette location is defined in your Support Path:

Thanks to both of you for your help and patience with the new guy to AutoCad, reducing the screen size revealed the palette. One more thing was learned today. Thanks again.
