It will also depend on whether the user was knowledgeable enough to know beforehand that all dimensions should be made "associative". Do you know the difference between one that is and one that isn't? Do you know the difference between an associative dimension and an annotative dimension? I'd have to refresh my memory with some research. I think all AutoCAD users should know what the terms associative and annotative pertain to. You only need one size of dimensions for full view and details. You can add your title block, notes and dimensions in one area. Once again though it is up to the user, or the company they work for, to determine the best method. Neither way should be considered wrong or, using your terminology, a "missuse".
