Creating a Contour Hair Clip

I might start with three work planes that are perpendicular to the base, XZ plane. Each of these work planes bisects one of the three tines of the hair clip. I would then create a spline on each of the three work planes that all start at the same elevation but terminate in a stacked manner. You can then sweep a cross section of the tine (a rectangle?) along each of these splines. Further editing, of course, would be needed but hopefully this provides you a place to start.

If it were me.

I would trim a surface and then thicken, about 10 minutes of work (guessing dimensions), less if I knew the dimensions.
