yes tip are enabled. not quick properties.... usually there is info that follows cursor ie when you want to draw a line from the center of another, the word "center" would appear at that point, as well as the center symbol....

You must be thinking of OSnaps.

Re: input at cursor. That's controlled by the Dynamic Input setting.

Re: make command line go away. Ctrl+9 is what you are looking for.

What do you mean "how do you check it?" It's either Enabled or Disabled. Status Bar > Customization icon (far right hand corner of your screen) > Dynamic Input.

You might benefit from taking a basic AutoCAD introductory course. These can be one or two day sessions held at your local authorized AutoDesk reseller. If that isn't an option use your Help file and/or buy a good after-market AutoCAD 2015 book. There are many available.

Try to remain calm and in your seat please. I was suggesting you also add it to your profile.

What "other stuff" don't you have?

Try this re: Dynamic Input. Press the F1 key for AutoCAD Help and type in the words Dynamic Input. Is there a topic on how to enable/disable dynamic input? Yes or no?

And...is the system variable PICKFIRST set to a value of 1?

Do the letters DYN show up in the Status Bar by any chance? What happens if your press the F12 key?

Type DYNMODE at the command line and press Enter. What do you see?
