Command "UCS" "Z" aligning Y axis rather than X

Hi guys,

 

Hopefully this will be a pretty simple one... I currently working on a drawing that has been provided by another drawing office - and when I execute the command "UCS" "Z" and pick two points - the Y axis will be aligned to the two points picked. Normally this sequence will result in the X axis being aligned with the points picked.

 

Seems the UCS is out of rotation by 90 deg. SNAPANG is set to 0.

 

Anyone know how to correct this?
