Dadgad
That is quite a can of worms vou've got there! I am having a hard time getting my head around it. I never use Surfaces, always model 3D Solids, but there are plenty of other forum members who WILL likely be able to help you as a Surface or maybe a Mesh. I will be curious to see how they suggest doing it.
ReMark
It would help to know what version of AutoCAD you are using. My initial thought would be to create a 2D profile of the bottom and top of the wall then use the LOFT command. You might have to use the Guides option. I can't say for sure as your drawing appears to be missing some information.

ReMark
The drawing was done using the default drawing template file (acad.dwt) which utilizes decimal inches. Was that your intent? I think I'll just pass this one by. Hope you get it figured out. Good luck.

lrm
Select the surfaces and then use THICKEN to extrude them into a solid. You can then use UNION to join the individual solids into one solid object.
