Can I make part/layer of a 2D drawing write protected?

Not as far as I know.

 

Why would anyone want to do that?

 

Just an idea

We work on/share piping arrangement drawings with many corps. It is better that everyone makes their scope of the drawings write protected.

It really is not a good idea. Trying to protect ones work like this has a way of biting you, you know where, at the least opportune times. People just need to learn to work together.

If everyone has their own "sections" why then aren't you making use of xrefs?

 

I don't know what they are. I will look into it.

You can export to a DWFx file format for sharing with others. It's still non-editable but gives them unlimited access to the drawing/model for measuring, reviewing, markup, etc.

That's a person who would be responsible for overseeing the cad drafters, network deployments (unless IT insists otherwise), customization and training.
