3D Drafting

I used to be able to draft in all three planes without needing to make any UCS adjustments. Now I can only draft on the XY plane. If I want to begin a pline an I snap to a point on my existing model that is above or below an elevation of zero, the line snaps to that point but on the zero XY plane, I cannot draw above or below that point. This was never an issue for me before, and I think I only started to have this issue when I loaded SP2. Is there a variable I can toggle to be able to draw in all planes at all elevations?
