It looks like you are not in a command. If that is so, I don't think it is a cursor badge that is controlled by the CURSORBADGE variable. I'm thinking it might be indicating constraints. Can you get a better screenshot of it? I find it funny that you've got the properties preview box turned on but you find that tiny icon disturbing.
