CSV File Coordinates Data to Lines and polylines generating Lisp

Hi All,

I have CSV file, and it contains Layer name,Lines and Poly lines coordinates. how to develop lines and LWpoly lines by CSV file data with help of lisp routine? i have already created layer names with CSV file contained layer names.Please Help me.

here i am attached sample drawing, after generating of drawing objects with help of CSV data.
