Set up a layout tab to configure your plotter & paper size. (right click on Layout Tab 1 & select Page Set Up Manager)

Then size up you View Port

Scale your TB in Model Space (I found 4.4 work as close to possible for the paper size you want, 1000mm x 700mm)

Now move your TB to Paper Space by typing CHSPACE into your command line.

Place you TB within your printable paper size dashed lines and continue with your project :)

The font looks a bit "busy", a tad difficult to read.

You might consider another font. Just my opinion.

Your title block and border should have been drawn in paper space. Everything else you're drawing should be done full size and in model space. When you're ready to create a layout switch to paperspace and establish a viewport (or more than one viewport depending on your needs). It is this viewport that allows you to see into model space and is the item that is scaled.

What you are doing is equivalent to what draftsman did when drawing on the board. You are scaling the objects to fit on the piece of paper. You need to stop doing that. Layouts are the way to go.
