Xref freeze and off layers

i am using 2010 version. the problem that i am facing is this, when i off the layers/ freeze the layers of an xref drawing, it is able to work instantly. However when i reload or reopen my drawings, the off layers reappear again?

this doesnt happen to me in 2009 and earlier version. is there a setting to be done?

next problem i face. I xref a dwg. i make a copy in the model space, with 2 identical dwgs in model space, i need to off layers from 1 of the copied xref dwg, while keeping it on for the other. how do i go about doing that?

Why are you making a copy of the xref?

Just switch to paper space and create two viewports. You can set the layer visibility for each viewport independantly. Turn layers off in one viewport and leave them visible in the other.

The reason is that, microstation shares the same file and they are not able to view my layout in paper space. (for some reason which i do not understand).
