Can you scale unevenly?

Hi Just wondering if you can scale a circle in one direction i.e. scaling a circle currently makes it uniformly scale down. Can I scale it in one direction and create an ellipse form? I know there's an ellipse command, I have other intentions if this is possible.

Make it a block and insert it with different x,y scales.
