From name, "specify vertex" I understand this way that it is not necessary to choose two legs of the angle for angular dimensioning. But I couldn't do the way I think.

Could you please tell me what is this option and how can I use this option?

TIA

You have to understand the significance of the command line text.

When you start the Dimension - Angular you see on the command line something like this - Select arc, circle, line, or :

Where you see something in brackets <.....>, it is the default option that happens when you do not enter any data, but press Enter. Then, using Osnaps, pick the endpoint of the lines forming the Vertex, and then pick the two lines which form the angle.

DIMANGULAR Command

Select arc, circle, line, or : Select an arc, circle, or line, or press ENTER to create the angular dimension by specifying three points

Three-Point Specification

Creates a dimension based on three points you specify.

Specify angle vertex: Specify a point (1)

Specify first angle endpoint: Specify a point (2)

Specify second angle endpoint: Specify a point (3)

The angle vertex can be the same as one of the angle endpoints.

The first time you do it, it can be a bit tricky, but then it all suddenly makes sense. Read the Command line. The picture shows which order to pick your points.
