If I overlay a PDF into a DWG is there a way I can use snaps to line up the PDF on my drawing?

I think it depends on how the PDF was created (Vector vs Raster)

Other than contacting the person that created the PDF, I don't know if there's a way to tell the difference before inserting it into your drawing. If you can Osnap to the endpoints of geometry, then it's a vector pdf. Even if it's not a vector PDF, you should still be able to move/rotate/scale it by "eyeballing" the features in the pdf to get it aligned with your drawing.
