Lisp to draw lines in 3D

Please, find attached file to see what I need. Use 3D orbit or other view to see all.

 

I have two noncoplanar lines and want to connect them with slope lines in 3D or 3dpolylines where the slope line starts at higher line and go down to lower line.

Slope lines starts from and are perpendicular to higher line and have the same distance between them. End of slope line should not be strictly at lower line, I need some distance between.
