I was wondering if anyone would have something similar written to what i am trying to achieve.

I position numerous section plane lines through a drawing cutting sections of 3d items, If you are familiar with this, this will create a block of the section plane through the 3d item.

When i update my 3d items and they slightly change i would like a lisp to select each section plane line (which will have a distinct layer name) cut a new section plane and replace the original section plane block.

David Cohn, in his AutoDesk University article "Back to Flat" says:

"If you subsequently make changes to the 3D model, you can repeat this process (of creating the 2D block), but instead of inserting a new block, you can choose Replace Existing Block and then select the block you previously created. AutoCAD immediately updates the block to reflect the changes you made to the 3D model."

Is it this step you want to automate?
