Getting a sliding alignment

This is my first attempt at assembling something which was not a textbook exercise. I have struck a brick wall and would appreciate some help.

The free axle is to slide onto the tension rod. It should be free to revolve around the rod and slide along it. My hair got torn out long ago and I am getting nowhere. :surrender:

 

Would some kind soul please help. Thanks

A Cylindrical Joint or a Mate Constraint.

 

Select cylindrical face of hole and cylindrical face of rod.
