Help constraining the geometry of a Base Plate based on a given diagram

Hello! I am a college student taking an Intro to CAD course. So far I've been doing well in the course. However, in the below assignment, I do not understand how to properly constrain object. I feel like I would need the height and width of the entire piece in order to even begin with this project. Though, perhaps I am simply misreading the schematics. Any insight on how to get started with this would really be appreciated! By the way, at my school we use a program called NX9.

Too get full length and full width, just add the Radius given X2 to the C/C of the Holes (R .50 x 2 + C/C of Holes).

But, has little to do with the answer, seems more a student question in General, than a program specific query.

 

Definitely didn't belong in AutoCAD General.

The grading criteria mentioned in the drawing seems geared to NX.

The OP mentions Constraints (that while they do exist in AutoCAD, I suspect this will be an important part of the grade).

 

From a parametric software viewpoint - it is quite a simple problem.

Centerpoint rectangle at the Origin.

Fillet.

Dimension as shown on the drawing.
