SLW210
1. 3/32" or 2.5mm (I sometimes use 1/8" or more, particularly on D size sheets that I know will be plotted by people that can only print 11x17) 2. 1 (some occupational fields use .5) 3. 3/32" or 2.5 (I sometimes use 1/8" or more, particularly on D size sheets that I know will be plotted by people that can only print 11x17) For some places I have worked we have used .1" text just to have something in between. Some standards call for minimum 3/64" or 1.8mm at the smallest possible print size. There are no real CAD standards, just some sort of mutually agreed best practices, some industries and countries follow a little better defined set of practices. What country(countries) do you live, work and do drafting for? To add, secondary titles are 1/8" (I use 5/32" if I use 1/8" for normal text) or 3.5mm and primary titles are 3/16" or 5mm. These are pretty much minimums as far as any standards go, that's why I usually go a bit larger.

ReMark
Keep in mind many companies have their own in-house standards so unless you are self-employed those standards would take precedent. They may, or may not, follow national standards if any exist.
