Can someone please tell me the step by step procedure to snap the circle on the right to the tangents of the other two circles?

Thank you

Simple answer is Circle TTR, tangent tangent radius.

Ok known bug for years adding an arc to two circles the obvious answer is use Fillet but it will give screwy answers.

Our other civil software has this covered by asking an extra question of approximate center of new arc. There are 4 possible mathematical solutions hence the problem.

However, if you have the three circles already drawn, you need to make them geometrically correct. So offset the two smaller circles by the radius of the largest circle, and then move the largest circle so that its centre is at the intersection of the two offsets.

use TTR, touch the two smaller circles, then snap to the quadrant of the large circle, then the center. Erase the original large circle.

......then snap to the quadrant of the large circle, then the center.........

To get the radius, one can also snap Nearest to large circle, and Center before or after. Or snap to Center first and then Perpendicular to circle.

Or even someone will know something else!!
