Hello, I am student and I need help to make civil drawing to map drawing. I have a drawing which has rf_id and polylines but rf_id is block reference and this is not related to polyline. How can I relate these values together?

It would help to have more information about what you're trying to do. Civil 3D has tools for creating parcels, adding tags (labels) to them, and exporting the data, which might suit your needs.

One of the lisp ssget option is WP within polygon so its a simple task. 

 

You get all your plines in a selection set then search inside each one. Instead of text identify if its a block.

 

This was code done in 2013
