WBlock loses dashed lines

I am WBlocking out a portion of a drawing from 2008 3D Map. LTSCALE is set to 75. When I load the drawing I just WBlocked it does not display the dashed polylines unless I change the LTSCALE to 2.

 

Help!!!! :(
