Getting the Manhole Barrel to be drawn correctly

Hey guys,

 

   Been at this for a bit and I can't seem to figure out why this 1050 diameter manhole keeps being drawn at 700mm instead.

The outline on the left is what it SHOULD look like unfortunately it's being drawn at half that width.  As near as I can tell everything looks fine when I open the part list for this one;

But perhaps I'm missing something because I'm not as familiar with this aspect of Civil3d as I'd like to be.

 

Does anyone know why it's basically cutting my manholes to half their width?
