Right Click on Selected Item Brings Up Properties Dialogue Window

Please forgive my lack of experience with this kind of environment settings. A gentleman working in the same office with me has this issue. When he selects an object like a line or a PDFOverlay, etc... I asked him to right+click out in the drawing space so we can see the window which gives him choices like being able to see Recent Inputs, Draw Order, etc... like the computer I'm using does. Instead, on his system the Properties dialogue window opens up and of course there is nothing that can help us in there if he wants Recent Input, Draw Order.... Is this an environment setting or what???

Go to Options > User Preferences > Right Click Customization. Make sure all the options are set for "Shortcut Menu". It sounds like yours may be set to "Repeat Last Command".
