Lisp for creating perpendicular lines to clicked plline/line

Hi,

 

I was looking for a lisp that creates lines perpendicular to an existing pline at the closest point, every time I click a point somewhere in model (while loop or something similar), but found only with points/blocks and I don't know how to change it.

The line should be horizontal, on the same level as the polyline, regardless of the level of the clicked point.  By writing a point, I mean clicking somewhere on model not selecting an object (point)

Can anyone help?
