Can't Select Text in Paperspace

I have someone's drawing and in paperspace we have a table along with the title block and border. There is also some text near the top of the page. Everything is selectable except the text. There isn't a viewport on this page.

 

Any ideas on how the text can be on this page and not selectable?

***UPDATE***

 

One of the pages in paperspace the text is selectable and all the pages have the same text. But if I modify the text on the page that allows me to the other pages do not change. I imagine they are connected some how but I just don't know how.

What happens when you use Ctrl+A (Select All)?

Are Layers 0 (zero) and Defpoints turned on and thawed ?

I didn't think about Ctrl A. The layers were all on, unlocked and thawed. but I could not select the text until I did a Ctrl A and then I clicked Shift and selected the everything I did not want to delete and that worked.
