make sure your Template File is saved as .dwt than you just have to go to tools -> options -> Tab "Files" -> scoll down to "Template setting and browse to the path where you have your template saved under "Default template for sheet creation and Page setup override".
(not 100% thats the one maybe "Drawing Template file location" instead).
We just have a Standard .dwg file that we open and start working on. We never start a new drawing via Autocad only via explorer and "save as" to the desired location.
Hope that helped.

Save your template as the acad.dwt in the template folder. Acad.dwt is always your startup template.

You need to create the template with the standards that you wish to use, once you have it created then save it as acad.dwt and place it in the template folder. It is then your startup template. I would also a copy of it with a distinctive name in the same template folder that way at any time you can change any template to your acad.dwt. If you use the same template for long periods of time it's a convenience to have it open on startup rather than have to do File, New and choose your template everytime that you want to open it.

You can create a .dwg full of the blocks that you desire to have on the tool palette. Place the .dwg in the Design Center folder, then right click on the .dwg and choose Create Tool Palette.
