How do i turn off icon descriptions in '09?

I'm sure that I'm not the only one who can't stand it when you scroll over an icon in 2009, and it gives a description of that command. Is there a setting to turn it off?

In 2008 it's Options > Display > Window Elements > Show ToolTips
