Text, Dim Scale Vs Viewport Scale

Hi, is there a way other than creating a new Text/Dim Style to change a text or dim scale without changing the viewports scale? For example, I would like to see my text on a 1:500 scale in a 1:750 scaled viewport. Is it possible?

Maybe you can make it annotative? This should get the text to the proper size. Hope this helps!
