Can anyone tell me if mstretch is autocad 2008 lt or is it in just the full version??

Then you're out of luck. No Lisp support in LT means no Express Tools.

well can't it a add-on like lt extender? which supports lisp

if i could get lisp support, then how could i get express tools?

Toolbox LT 2008 is available as an add-on. I believe it is sold by GlobalCAD.

 

I'm not sure how you would obtain Express Tools. Not even sure if there is a "legal" (i.e. - AutoDesk approved) way of doing so.

FYI - Mstretch.lsp is a separate file (17KB) in the Program Files / AutoCAD 2009 /Express folder. There are another 69 .lsp files in that folder as well. I believe these 70 lisp routines make up the bulk of what is called Express Tools.
