cannot attach a dwg as an xref (acad 2006)

I have been trying all morning to avail. I have this title block that one of my drafters generated in acad2006. the problem is that when you xref the titleblock into a new drawing, the tb won't show up.... layer are inserted and everything else. xref manager show the xref as attached and loaded.

The real kicker is that I have a xref vba script to sync xref, and that script will show the xref as unloaded... any help is greatly appreciated. I have attached the xref for any of you to try it out.

i fond the problem... so simple. the xref was created in paperspace, and you cannot xref from paperspace.

Here are 2 things you can try:

1) Copy your Title Block in model Space (you can use teh command CHSPACE to have it properly scaled)

2) Instead of X-refing it into your drawing make a block (select all, Copy with basepoint, Insert as block)
