How to merge two workspaces into one?

Piping and plumbing are two different workspaces. I would enjoy merging them into one to avoid the switching, but I'm really on thin ice when it comes to working with the CUI. Can someone give me a small walkthrough on how to do this in a simple way?

I also would like this feature but only have been able to create my own workspace that i based on the plumbnig workspace and then customized the tool palletes by right clicking on them and adding the piping tools into the plumbing tool pallette. But i still have to change workspaces to access the piping prefrences/settings.
