I have a compaq scroll mouse I think I recall being able to rotate my view, in 3d, sort of like you can in google earth. You know what I mean , being able to see it rotate as you drag it in a rotation. Do I need to change some settings on my mouse or was I dreaming?

I know that in 2D if you hold the scroll wheel it actives the pan function, so maybe try that in 3D and see if it will allow you to "pan" in 3D? Let us know

No that doesn't work. It used to but not with my current equipment. I just wondered if I need to change some settings.

It is possible, go into your mouse settings, if you have a fancy mouse it more than likely came with a CD to install a settings program, which would allow you to choose what function each button does. try that

Sounds like you're talking about 3DORBIT. Try holding down Shift+ScrollWheel to activate it.

Yes 3dorbit works for me. I just have to press one of the reference circles that pop up in the command yes that works fine.
