What does this 'base' mean ?
Ps : I have seen it in a downloaded part file

i think the base feature is typically defined as the first sketch used. but im just pulling that out of nowhere:)

Commonly referred to as a "dumb" solid as it has no feature history tree (or sketches). Imported geometry from other CAD programs or neutral format files. Essentially the same behavior for any parametric history based CAD program like Inventor, SolidWorks, Pro/E...
To rebuild a feature tree use Feature Recognition from http://labs.autodesk.com
When it first asks if you want to recognize features click no as there is a bug that sometimes causes to crash. Go ahead and open the file without running feature recognition and then right click on the base node to then run feature recognition.
I would only recognize those features that you actually need to change - many people feel compelled to recognize all features which is a waste of time if the features will not be edited.
