Can't Seem to Manipulate .TIF or .JPG. Files in Drawing

I received a base drawing from an architect, over which we are placing our civil work (grading, utilities, etc.) - I am working in modelspace with the titleblock and call-outs in paperspace, as I always do. My problem is that I have inserted (into modelspace) a .tif file and a .jpg file, and having done so I cannot manipulate them - in fact, I can't even select them. They're just residing in the drawing like untouchable ghosts.

I never had this happen before - any ideas?

Is the system variable IMAGEFRAME set to on?

What layer are these images on?

Are they on layer Defpoints and do you have layer 0 Frozen?

It was the IMAGEFRAME variable, as you suggested - that was a new one on me.....
