How is it possible to use different layers in different workspaces?

That is kind of like saying is it possible to use different grapes in different automobiles?.

 

Layers are properties of objects in drawings. When you create an object, it must reside on some layer.

 

Workspaces are a collection of menus, toolbars, palettes, etc., saved to a name for later restoration.

 

IOW - layers and workspaces have nothing to do with one another.

It is however possible to freeze layers in one viewport and not in others - is this what you mean? In that case, use the VP Freeze section of the Layer Manager while in the viewport.
