screening an image

Is there a way to get an image to be sort of screened in the background? i am trying to overlay a plan onto our drawing and still have our linework be the dominating factor. I just want the image to be visible in the background but not overpowering like it is when i print.

Using 2009 Civil 3D land desktop, also have raster design.

If the image is a tiff you can change the color of the layer and it will change the color of the image... make it transparent.

tried a tiff makes the lines in the image look bad. thanks though.
