Lost in 2008

I have lost all my tool bars and can not get them back. When I type "toolbar" on the command line I get the following error:

Unable to open file 'C:\Documents and Settings\rrednour\Application Data\Autodesk\AutoCAD 2008\R17.1\enu\support\acad\cui'

Can anybody tell what this means?
I have even reloaded the program with no luck.

I also do not have the typical Standard Menu bar showing the print, save, cut, etc commands.

did you check to make sure the file is there? Are you personal toolbars part of the acad.cui or did you create a custom one? Is there someone else in the office with the same program you could copy the acad.cui from?
