Custom CUI - Can't figure out the ribbon

I made a custom CUI that is shared by everyone on my network. I made custom commands, tabs, and tool bars. I tried to make a ribbon tab but it does not show up. If I add my custom ribbon tab to the acad CUI it shows up, but I need it to show up while it is in my custom CUI. Any ideas?

In your custom menu, did you create panels, add commands to them, and then add those panels to a Tab? If so, and the menu is loaded as a partial menu, I'm not sure why they are not showing up. I just did the same exact thing last week, and it's working here.
