Import image

Is there anyway to import a simple image (like a .jpg or something) and convert the change in colours to lines or polylines?
For example if i import a image of a cartoon santa, is there a way to automaticly trace his outline so i can transfer it to soem CAM software for production?:?

A raster image must be vectorized first. I used to use WINTOPO (freeware). Search in the forum for more options, this question was asked and answered a lot of time.
After vectorization, you can (read: should) open it in AutoCAD and do a manually clean-up.
