dwg with Raster --> pdf magnifies file size

I know this is an old problem but any new ideas?

 

Make a dwg with a raster image to scale and plot to a pdf printer like pdf995 and the file size magnifies roughly 10 times bigger e.g

 

colour photo 2.24MB --> 23.943MB

 

Crop the photo and add Line work and the file becomes 19.751MB

 

huh?!
